Apply for a CapTel phone at no cost
Hawai`i residents may be eligible to receive a CapTel phone at no cost.
The Relay Hawaii Equipment Program (RHEP) provides equal access to telephone services for people with hearing loss. The service is overseen by the Hawai`i Public Utilities Commission (PUC) – State of Hawai’i.
Who is eligible for the RHEP program?
Hawai`i residents may be eligible to receive a CapTel phone at NO COST through the RHEP. In order to receive a CapTel phone to use, an applicant must meet the following criteria:
- Be a Hawai`i state resident.
- Have a hearing loss of 40 decibels (dB) or greater as certified by a doctor or audiologist report.
- Be responsible to maintain your own landline service.

Purchase a CapTel phone
Hawai`i residents who do not qualify for a CapTel phone through the Relay Hawaii Equipment Program (RHEP) may purchase one at the reduced cost of $75.00.
